The Skyline pilot effort, negotiated between a willing seller and buyer, can demonstrate the energy, environmental, and economic benefits associated with transfers from out-of-stream to instream flows in the Columbia Basin. We're hopeful that the long-term power generation benefits will help us provide more cost-effective fish flow augmentation. To BPA, that makes good economic and environmental sense. The pilot project will also provide an opportunity to work with the local community to mitigate any impact associated with the water transfer. 2
